Every construction project moves at a different pace. Some decisions can wait. Others cannot. Our responsibility is to help prioritise what matters most — without creating unnecessary delays.

每一个建筑项目都有不同的节奏。有些决定可以等待。有些决定则不能。我们的责任,是优先处理真正重要的事项,同时尽量避免给工程带来不必要的延误。

Our Approach我们的审阅方式

CSCOM reviews project matters according to their urgency, potential impact and the quality of information available. We do not treat every request as identical.

A routine document query may follow the normal review queue. A variation affecting current site works, a progress claim approaching its payment deadline or a decision carrying significant financial consequences may require earlier attention.

Our goal is not simply to provide the fastest possible answer. Our goal is to provide advice that is considered, evidence-based and appropriate to the circumstances of the project.

CSCOM 会根据事项的紧急程度、潜在影响以及现有资料的完整程度安排审阅。我们不会把所有事项视为完全相同。

Priority matters may be moved ahead of routine work where timely review can help reduce avoidable disruption or risk.

Critical matters are assessed promptly and may require CSCOM to reprioritise existing work. An initial assessment may be provided before a complete review is available.

Typical Review Guide常见审阅事项参考

The timeframes below are general working guides only. They are not guaranteed completion times. Actual review periods depend on project complexity, document quality, information availability, external professional input and current project priorities.

以下时间仅作为一般工作参考,不构成固定完成期限。实际审阅时间会受到项目复杂程度、文件质量、资料完整性、外部专业人士配合情况,以及当前项目优先级的影响。

Contract Review

Usually several business days

Submit as early as possible. The review period begins once the relevant contract, schedules, special conditions, plans and supporting information are sufficiently available. Complex or heavily amended contracts may require additional time or specialist legal input.

Variation Review

Usually prioritised where construction timing is affected

Straightforward variations may be reviewed quickly. Technical, structural or high-value variations may require further information. Where site works are waiting, CSCOM may provide an initial risk view before completing a detailed assessment.

Progress Claim Review

Normally reviewed before the payment decision where reasonably practicable

Progress claims should be submitted to CSCOM as soon as they are received. Late submission may limit the level of review possible before payment is due.

Position Letter or Written Recommendation

Depends on complexity and supporting evidence

Straightforward letters may be prepared within several business days. Complex matters, disputes or matters requiring technical or legal consultation may take longer. CSCOM may first provide a short interim position where a deadline is approaching.

Meeting Preparation

By appointment, with reasonable advance notice

Provide the meeting agenda, relevant correspondence and key questions beforehand. Short-notice attendance may be possible but cannot always be guaranteed.

Meeting Notes

Usually issued shortly after the meeting

The format and level of detail will depend on the purpose of the meeting. Urgent action items may be communicated before the complete notes are finalised.

Evidence and Document Review

Depends on volume, organisation and relevance

Large or unstructured uploads require more review time. Clients should identify the specific question or decision requiring attention.

Defect Review

Depends on whether review is desktop-based or requires site attendance

Photographs, plans, reports and relevant communications should be supplied. Physical inspection or specialist assessment may be required. Site inspections are arranged separately.

Handover or Final Payment Review

Should be arranged well in advance

These are high-consequence project stages and should not be left until the final day. The required review may involve defects, certificates, warranties, approvals, final claims and incomplete works.

Contract 审阅

请尽早提交。审阅从收到完整合同、附表、特殊条款、图纸及相关资料后开始。复杂或大幅修改的合同可能需要额外时间或法律专业意见。

Variation 审阅

What Is a Position Letter?什么是 Position Letter?

A Position Letter is a structured written record of CSCOM's current professional view on a specific project issue. It may be used when a matter requires greater clarity than a phone call, meeting note or short email can provide.

Position Letter 是 CSCOM 针对某一具体项目事项形成的结构化书面专业意见。当一个问题仅通过电话、会议记录或简短邮件难以充分说明时,可能会使用 Position Letter。

A Position Letter is not a legal notice, engineering certification or instruction to the Builder. Its purpose is to help the homeowner understand the issue, create a clear project record and communicate the next step professionally.

Position Letter 不是法律通知、工程认证,也不是对 Builder 的施工指令。它的目的,是帮助业主理解问题、建立清晰的项目记录,并以专业方式推进下一步沟通。

A Builder issues a $42,000 Variation for additional structural steelwork, advising the work is necessary because the original drawings did not contain sufficient detail. The homeowner is concerned about the cost but does not want to reject work that may be technically necessary or delay construction unnecessarily. CSCOM reviews the available Variation, quotation, structural drawings and relevant correspondence.

3. Recommended Next Steps
Before the homeowner makes a final decision, CSCOM recommends requesting:
1.written confirmation of the technical reason for the additional work
2.supporting input from the structural engineer
3.a detailed cost breakdown
4.confirmation of any Extension of Time
5.clarification of responsibility for the additional cost
6.any reasonably available alternative options
4. Current Recommendation

Do not approve or reject the Variation yet.

Request further information and maintain the matter as under review.

This position may change when further technical and commercial information is received.
5. Important Limitation
This Position Letter is not legal advice, engineering certification or a direction to the Builder. The homeowner remains responsible for the final decision and may require advice from an appropriately qualified lawyer, engineer or other professional.

本 Position Letter 不构成法律意见、工程认证或对 Builder 的施工指令。最终项目决定仍由业主作出,并可能需要律师、工程师或其他适当资质专业人士的意见。

The purpose of a Position Letter is not to create conflict or automatically reject a Builder's request. Its purpose is to turn an unclear concern into a structured project issue with evidence, questions and a practical next step.

Position Letter 的目的,不是制造冲突,也不是自动否定 Builder 的要求。它的作用,是把一个模糊的顾虑,整理成一个具有证据、明确问题和实际下一步行动的项目事项。

From "This does not feel right" — to "We need further information before an informed decision can be made."

从"这件事感觉不太合理" — 转变为"在获得充分资料之前,暂不具备作出知情决定的条件"。

What Helps Us Review Efficiently如何帮助审阅更有效地进行

Send the matter as early as possible
Explain the decision or deadline involved
Provide the relevant documents together
Include the builder's request, quotation or supporting explanation
Identify what work is currently affected
Advise us if a site meeting, payment date or construction deadline is approaching
Keep important instructions and decisions in writing
Avoid spreading one issue across multiple disconnected messages
Clearly identify any new information added after the original submission

A clear question with complete supporting information can often be reviewed more efficiently than a large volume of unstructured documents.

When More Time May Be Needed哪些情况可能需要更多时间

Documents are incomplete, inconsistent or difficult to verify
Substantial new information is introduced during the review
The matter involves engineering, legal, planning or other specialist advice
Site attendance or physical inspection is required
Several urgent requests are submitted at the same time
The issue falls outside the agreed scope of service
The builder, consultant or another party has not supplied necessary information
The matter involves a complex dispute or a large volume of project history
External professional availability affects the review

Where additional time or work is likely to be required, CSCOM will aim to communicate this as early as reasonably practicable. Where a matter falls outside the agreed scope, we will discuss the next step before undertaking additional chargeable work.

Supporting Homeowners, Builders and Project Progress支持业主、Builder 与项目顺利推进

CSCOM understands that construction work is time-sensitive. Our role is not to create an unnecessary approval layer between the homeowner and the builder. We aim to help the homeowner understand the issue, maintain an appropriate project record and make an informed decision.

CSCOM 理解建筑工程具有时效性。我们的角色不是在业主和 Builder 之间设置一道不必要的审批环节。我们的目标,是帮助业主理解问题、保持适当的项目记录并做出知情决定。

Where practical, CSCOM will identify the key issue quickly, distinguish between matters requiring immediate action and matters that can be reviewed later, and provide an initial view where a full review cannot reasonably be completed before a site deadline.

在可行的情况下,CSCOM 会迅速识别关键问题,区分需要立即处理的事项和可以稍后审阅的事项,并在无法在现场截止日期前完成完整审阅时提供初步意见。

CSCOM does not take over the builder's role, direct site personnel or independently authorise construction work unless this has been expressly agreed. The homeowner remains responsible for final project decisions.

A Shared Responsibility共同责任

Successful projects depend on the contribution of many people. Homeowners, builders, architects, designers, engineers, consultants and other project professionals all have different responsibilities. CSCOM's role is to support coordination and informed owner decision-making — not to replace the responsibilities of others.

成功的项目依赖于多方的共同努力。业主、Builder、建筑师、设计师、工程师、顾问和其他项目专业人士各有不同的职责。CSCOM 的角色是支持协调和业主的知情决策,而不是替代他人的责任。

Project progress is best supported when information is shared early, responsibilities remain clear, concerns are raised respectfully, decisions are documented, and each professional is given a reasonable opportunity to perform their role.

Important Working Principles重要工作原则

Review timeframes begin once sufficient relevant information has been received.
Business days generally mean Monday to Friday, excluding public holidays.
Urgency should be identified when a matter is submitted.
Marking every matter as urgent does not automatically make it a project priority.
CSCOM may reprioritise work where project risk or construction timing reasonably requires it.
A preliminary view is not always a complete technical, legal or contractual review.
External professional timeframes remain outside CSCOM's direct control.
Additional work outside the agreed scope may require separate approval and fees.
Nothing on this page replaces the signed engagement agreement or the responsibilities of appropriately qualified professionals.
